That's very likely to be the cause of the issue. I cleared my hard drive and installed a new copy of Windows, and was able to use my computer again.

Unfortunately there isn't a situation that can consistently reproduce this error. My old windows setup was just a quad core 2.8 the new one is a 8 core 4.4 ghz cpu. After typing in my log on password the menus became unresponsive and it seemed to lock up. I heard this error is common if it isn't stable.
